Despite uncertainty over the global economy, which has been stymied by a continued weak recovery in many developed economies, Cambodia will continue on its projected growth rate for the rest of this year and into 2017, buoyed by sustained growth from China and India, the Asian Development Bank (ABD) said yesterday in a reiteration of its previous growth forecast.
Cambodia is anticipated to retain its growth forecast of 7 percent this year and 7.1 percent in 2017 – anchored by continued growth in the garment and footwear sector, ADB said in an update to its flagship annual economic publication, Asian Development Outlook 2016.
“The outlook for Cambodia’s economy, after attaining lower-middle-income status in July, remains robust with exports from the garment and footwear industry rising by 9.4 percent in the first half of this year,” Samiuela Tukuafu, ADB’s country director for Cambodia, said in a press release accompanying the update.
“While growth in credit sector moderated to 28.1 percent year-on-year in June 2016, it still indicates buoyant domestic demand,” he said, adding that better weather this year should provide a “mild” recovery for the Kingdom’s agricultural sector that has struggled with extended drought.
The announcement also noted that the Cambodian government continued to increase spending by 15.6 percent during the first half of this year, providing higher civil society wages on the back of increased tax collection.
Meanwhile, inflation forecasts slightly increased due to an expected rise in global oil prices, averaging a projected 3.4 percent in 2017.
The update noted that minimal changes in Cambodia’s account deficit and an increase of exports compared to imports – a gap that is expected to continue to narrow next year – would maintain “Cambodia’s sound external position”.
The World Bank formally reclassified Cambodia as a lower-middle-income status in July, a move that some economists feared would hamper the inflow of foreign aid and preferential trade preferences that the Kingdom enjoys.

Alleged Timber Smuggler Warns Journalists: Honor Promises or Die

PHNOM PENH, CAMBODIA — An alleged timber smuggler in Cambodia has given journalists a lesson in ethics: People who take bribes should honor their commitments — or be prepared to die.
Timber smuggling and bribery are both common in Cambodia, but a video posted on Facebook late last week appears to illustrate how ingrained both activities have become.
The video clip was posted on a page calling itself the Siem Reap Post. It shows provincial logging tycoon Heng Samneang complaining that journalists in the northeastern province of Stung Treng to whom she was allegedly giving payoffs to keep her activities secret had instead informed the authorities, who then confiscated timber she was accused of trying to smuggle across the border to Vietnam.
She said that those who did not honor their promises would die in a car crash, though it was unclear if that was meant as a curse or a threat.
A journalist in Stung Treng, speaking anonymously because of fear for his safety, confirmed to The Associated Press that he and his colleagues were aware of Heng Samneang's alleged illegal activities, which had been going on for more than 10 years, and had received cash payments from her.
He said officials in charge of regulating logging also were aware of her activities and likewise took payoffs. While some of Heng Samneang's shipments had been confiscated, she had never been arrested, he said.
High deforestation rate
Environmental activists and experts say that Cambodia has one of the highest rates of deforestation in the world, much of it due to illegal logging and corrupt land deals.
The video clip of Heng Samneang, also known as "Yeay Proeung," shows her outside what appears to be her office on an unknown date. She has burning joss sticks grasped between her hands, which she raises up and down in front of her head in an oath-taking ceremony.
Heng Samneang is heard calling on the sky and Earth as her witnesses for punishment for any journalists who betray her by informing the authorities of her activities.
"All you journalists, be my witness," she says. "While we are alive, we shall behave with honesty. If you have given your word to someone, you have to honor that promise or you will die in a car crash."
In the brief segment, she also tells the journalists that she does not keep all her income for herself, but shares it with them.
The journalist who spoke to the AP acknowledged receiving money from Heng Samneang, but said it was just occasional payments of $15 to $20 treated as being for food or gasoline. The average annual income in Cambodia is about $1,000, though it is much lower in rural areas such as Stung Treng.

Phnom Penh, Cambodia - China is to help Cambodia revamp its judiciary, a system that opposition party supporters say is in thrall to Prime Minister Hun Sen, and that the United States has criticised as "politicised and ineffective".
The two sides signed a memorandum of understanding on Chinese assistance for Cambodia's courts this week, Ministry of Justice spokesman Chin Malin said on Wednesday, adding that China would provide training, finance and expertise.
"There will be training and exchanges of visits between the two countries' officials, at a level up to technician and minister," Chin Malin told Reuters.
China would also provide expertise to improve Cambodia's commercial courts, he said.
"Assistance for the judiciary is like promoting human rights ... Once, there is a good legal system, it promotes respect for human rights."
China is Cambodia's closest ally.
Relations between Cambodia and Western powers including the United States and European Union, are frequently strained by various differences including over human rights.
Cambodia has backed China on its territorial claims in the South China Sea to the disappointment of some of Cambodia's neighbours, who have rival claims with China.
The U.S. State Department said in a 2015 report on rights in Cambodia that a "politicised and ineffective" judiciary was among Cambodia's most significant human rights problems.
The government didn't respect judicial independence and the courts "were subject to influence and interference", it said.
The judiciary has come in for particular criticism recently over cases against opposition leaders that they say are politically motivated by Hun Sen's government in the run-up to what is expected to be a close general election in 2018.
The government and judiciary reject accusations of bias.
The independent Cambodian Center for Human Rights said that given a lack of judicial independence in China, it was difficult to see how the agreement would address Cambodia's chronic problems.
"While technical assistance is required ... the involvement of China may serve to further entrench the endemic lack of judicial independence in Cambodia's courts," said the center's director, Sopheap Chak.

Indonesia evacuates hundreds of tourists after volcano erupts
Jakarta, Indonesia - Indonesian rescuers on Wednesday evacuated hundreds of tourists from a volcano that erupted a day earlier and were searching for as many as 50 climbers.
Authorities closed the gates to Mount Rinjani, one of Indonesia's most visited active volcanoes on the resort island of Lombok, next to Bali, and told visitors to keep at least three km away.
The erupting cone is called Barujari, a volcano within Mount Rinjani.
The Disaster Mitigation Agency said 1,023 tourists, including 639 foreigners, were in Mount Rinjani National Park when the volcano erupted on Tuesday afternoon, coating nearby vegetation with ash.
"Hundreds of tourists have exited Mount Rinjani and they are in good condition," spokesman Sutopo Purwo Nugroho said on Wednesday.
Daniel Rosang, an official at the park, said he estimated there were up to 50 climbers still on the volcano and he believed they were safe

เมื่อวันที่ 28 ก.ย.2559 ผู้สื่อข่าวรายงานว่า ชาวบ้านบ้านคลองขุด ตำบลวังหลุม อำเภอตะพานหิน จังหวัดพิจิตร ต้องช่วยกันเร่งนำรถจักรยานยนต์ จำนวน 2 คัน ที่กำลังถูกน้ำท่วม ออกมาไว้บนที่สูง หลังจากน้ำป่าจากเทือกเขาจังหวัดเพชรบูรณ์ไหลผ่านอำเภอชนแดน เข้าท่วมพื้นที่ โดยมวลน้ำป่าจากเทือกเขา ได้ไหลมาตามลำคลองขุด ตำบลวังหลุม อำเภอตะพานหิน จังหวัดพิจิตร โดยน้ำได้ล้นลำคลองขุด ท่วม บ้านเรือนประชาชน ในพื้นที่หมู่ที่ 1 บริเวณแยกคลองขุด จำนวน กว่า 10 หลังคาเรือน โดยระดับน้ำท่วม 50-80 เซนติเมตร ชาวบ้านต้องเร่งเก็บของมีค่าไว้บนที่สูง โดยเฉพาะร้านค้าของชำ เพื่อป้องกันการเสียหาย และ มวลน้ำบางส่วนยังไหลเข้าท่วมทางสัญจรในหมู่บ้าน ท่วมบนพื้นผิวการจราจร 20 เซนติเมตร ประชาชนที่ใช้เส้นทางสัญจรต้องระมัดระวัง

เมื่อวันที่ 28 กันยายน 2559 ก่อนเทศกาลถือศีลกินเจ ที่ตลาดเมืองทองเจริญศรี ตลาดกลางสินค้าเกษตร จ.อุดรธานี เกษตรกรได้นำผักสดที่ปลูกในพื้นที่ จ.อุดรธานี และใกล้เคียง มาจำหน่ายมากกว่าปกติ และจากการเปรียบเทียบกับเทศกาลกินเจปีที่ผ่านมาก่อน จะมีผักส่งมาจำหน่ายมากกว่าปกติ ขณะที่ผักสดจากทางภาคเหนือ ก็ขนมาจำหน่ายตามปกติ ที่ส่วนใหญ่จะมีราคาเพิ่มสูงขึ้นก็ตาม โดยมีการซื้อขายผักเป็นไปอย่างคึกคัก
“เจ้ชำนาญ” แม่ค้าขายส่งผักสดในตลาด “อุดรเมืองทอง” เปิดเผยว่า ราคาผักในภาพรวม สำหรับช่วงใกล้เทศกาลกินเจค่อนข้างสูงขึ้น โดยเฉพาะผักที่ปลูกได้ในพื้นที่ และจังหวัดใกล้เคียง ราคาจะสูงกว่าสัปดาห์ที่ผ่านมา คาดว่าจะสูงไปตลอดจนถึงสัปดาห์หน้า เช่น คะน้า เดิม กก.ละ 12 บาท ราคาขึ้นเป็น 15-20 บาท,ผักบุ้ง เดิม กก.15 บาท ขยับขึ้นเป็น 25-36 บาท,กวางตุ้งใบ เดิม กก.ละ 12 บาท ขึ้นเป็น 15-20 บาท,กะหล่ำปลี และผักกาดขาว เดิม กก.ละ 8 บาท ขึ้นเป็น 15-20 บาท หัวไชท้าว เดิม กก.ละ 14 บาท ขึ้นเป็น 30 บาท
“ซึ่งราคาผักจะเป็นอย่างนี้ไปอีกจนจบเทศกาลกินเจ ส่วนผักที่ปลูกจากที่อื่นและส่งมาจากตลาดภาคกลางจะมีราคาสูง เช่น หัวผักกาด กก.ละ 22 บาท ผักบุ้ง กวางตุ้ง แตงกว่า มะระ และอีกหลายชนิดที่ใช้ในเทศกาลกินเจ ที่ราคจะสูงขึ้น ทั้งนี้เป็นเพราะน้ำที่ท่วมในภาคเหนือและภาคกลาง ทำให้แหล่งปลูกผักได้รับผลกระทบจากน้ำท่วม และสภาพอากาศในช่วงนี้ด้วย”
เจ้าของร้านขายผักยังบอกอีกว่า ปีนี้คงยังจะมีโรงทานมาซื้อผักตามปกติ และขอรับบริจาคผัก โดยทางโรงทานจะหมุนเวียนซื้อกันให้ครบทั่วทุกแผง ส่วนที่ขอรับบริจาค ก็จะจำกัดอยู่ที่ ไม่เกิน 2 โรงทานต่อวัน ซึ่งเราจะจัดผัdไว้ 5 ชนิด ๆละ 10 กก. ไม่ร่วมกับที่ซื้อไป เพื่อร่วมทำบุญกับโรงทาน เพราะว่าเราไม่ค่อยมีโอกาสไปทำบุญ จึงใช้ช่วงเทศกาลกินเจร่วมทำบุญด้วย
