Cambodia's economy has proved both strong and resilient, driven by the solid performance of its garments and construction sectors. But sustaining this growth is becoming increasingly difficult amid growing competition and shrinking global trade, the World Bank said yesterday in its latest review of the Cambodian economy.

The Kingdom’s robust economic growth will continue, “propelled by exports, construction and government consumption”, it said in its Cambodia Economic Update for October 2016.

However, it also warned of downside risks, including potential uncertainty related to upcoming elections, fallout from an expected rise in US interest rates and slower global growth.

Better-than-expected performance during the first half of the year prompted a slight revision to growth forecasts issued in April. In its revised outlook, the World Bank projects that Cambodia will maintain its 7 percent GDP growth rate this year, compared to 6.9 percent in its previous estimate. It also nudged up its growth forecasts for 2017 and 2018 to 6.9 percent, from 6.8 percent.

“We think the growth is going to be a little bit stronger thanks to the positive signs we are getting from the garment sector,” explained Miguel Eduardo Sanchez Martin, senior country economist for the World Bank in Cambodia.

The value of garment exports grew solidly during the first half of 2016, increasing 10.5 percent year-on-year compared to 7.8 percent during the same period last year, the update said. It attributed this growth to locally based manufacturers introducing more sophisticated processes such as printing and embroidery to add value to their garment products, and a sharp rise in exports to the European market.

The garment and footwear industry, which tallied over $6.3 billion in exports last year and provides jobs to about 700,000 workers, is currently the thickest pillar of Cambodia’s economy. In 2016, the industry is expected to contribute more than a quarter of the Kingdom’s projected 7 percent GDP growth.

However, Sanchez Martin warned that while the sector fares well in short-term models, it will face increasingly stiff competition down the road as manufacturers consider Myanmar’s lower labour costs and Vietnam’s benefits under the Trans-Pacific Partnership (TPP) agreement.

“The garments sector is doing very well, but now Cambodia needs to keep working to maintain its competitiveness in the mid to long term,” he said.

World Bank country economist Sodeth Ly warned that the high rate of foreign ownership of Cambodia’s garment and footwear factories – over 98.5 percent – amounts to significant exposure.

“The garment sector is characterised as a footloose industry, and footloose industries can move quickly from one country to another,” he said, stressing the importance of diversifying Cambodia’s industrial portfolio.

Turning to another pillar of economic growth, the World Bank update highlighted signs of increased construction activity. It noted that the total value of project approvals more than doubled since 2015, while imports of key construction materials grew markedly.

“Investor appetite in construction continues, with project approval value increasing to US$6.8 billion and imports of steel growing by 42.6 percent year-on-year by mid-2016,” it said.

Sanchez Martin said the strong growth of Cambodia’s garment and construction industries offset the weak performance of other sectors. Tourism, for instance, saw only modest growth rates in early 2016 due to declines of Vietnamese, Lao and South Korean arrivals.

Meanwhile, agriculture – once the backbone of Cambodia’s economy and a key driver of growth – has been marginalised by low commodity prices.

“Agriculture’s contribution to growth has stalled,” said Sanchez Martin.

The World Bank update underscored the importance of enhancing the competitiveness of Cambodian industry and diversifying beyond its core garment products to mitigate the potentially large negative impacts of the TPP and other threats to its favourable trade privileges.

It recommended addressing high energy costs that impede industrial expansion and diversification, as well as narrowing the skills gap and improving the connectivity to neighbouring countries.

Three years after the International Labour Organisation and the government instituted Cambodia’s tripartite minimum wage process, the practice is set to be exported to nearby garment exporting countries like Bangladesh and Myanmar, government and ILO officials said yesterday.

Labour Ministry spokesman Heng Sour said that the ILO was considering taking the country’s wage determination procedure and applying it to South and Southeast Asian countries, given its successes in Cambodia.

“We have proven that sitting together [and discussing wage hikes] is better than striking on the streets,” Sour said. “So, if they don’t come up with an appropriate mechanism, strikes could happen in Myanmar and other countries.”

The Cambodian model would be helpful in Myanmar, which was emerging on the global garment market, and Bangladesh, where there was no formalised wage process, he added.

Cambodia’s negotiation process starts with bilateral consultations, followed by tripartite talks between government, unions and employers, where each party proposes a minimum wage request. A 28-member Labour Advisory Committee then votes to send one proposal to the Labour Ministry.

Maurizio Bussi, director of the ILO in Bangkok, confirmed that the Cambodian model had attracted attention from Bangladeshi officials, but said that it had to be adapted to individual countries’ needs and laws.

He said Cambodia’s process was based on international conventions and the ILO hoped to use certain features – trilateral negotiations and use of statistical data – to get other countries to adopt similar practices.

He did say, however, that the Cambodia’s system could use more transparency, where data used by one party should be shared with all other parties.

Moeun Tola, Executive Director of CENTRAL, said the process had its good points, but that it should not be exported in its current form because the LAC was heavily skewed towards the government, which has 14 of the 28 votes.

สอบถาม นายประทีป สีหา อายุ 44 ปี ก่อนเกิดเหตุตนกับผู้ตายและพวกรวม 4 คน ได้ตั้งวงดื่มสุรา 40 ดีกรี กันในขนำ จนทุกคนเมาได้ที่ จู่ๆผู้ตายกับนายกล (ไม่ทราบชื่อสกุลจริง) อายุประมาณ 40 ปี ชาวจังหวัดหนองคาย เริ่มพูดจากันไม่เข้าหู ก่อนทั้งคู่จะมีปากเสียงกันอย่างรุนแรง ตนจึงขอตัวแยกไปนอนในขนำใกล้กัน เมื่อตื่นขึ้นมาก็เห็นผู้ตายถูกฆาตกรรมเสียชีวิตแล้ว

ด้าน พ.ต.อ.เมฆาวิศ กล่าวว่า แม้การสอบสวนพยานปากเดียว ที่ยังอยู่ในอาการเมาสุรา ยังให้การวงไปวนมา แต่มั่นใจได้ว่า ผู้ก่อเหตุเป็น 1 ใน 3 คนนี้อย่างแน่นอน เบื้องต้น ได้สั่งชุดสืบสวนออกติดตามผู้ร่วมวง ที่หลังเกิดเหตุได้หนีหายไปคนละทิศละทาง มาทำการสอบสวนหาข้อเท็จจริง เพื่อนำไปสู่การคลี่คลายคดี

ล่าสุด เวลา 00.10 น.วันที่ 7 ต.ค.หลังสอบเค้น นายประทีป อยู่นานกว่า 3 ชม. จึงยอมรับสารภาพเป็นคนลงมือฆ่าเพื่อน แค้นที่เมาแล้วปากเสีย ด้วยการใช้มีดฟันไม้หน้า 3 ตีซ้ำที่ศีรษะ จนเสียชีวิตดังกล่าว

Anti-wildlife trafficking officials from the Forestry Administration seized about 200 kilograms of meat, as well as live animals, during an inspection at Strung Treng market yesterday, though the traders escaped.

Stung Treng commune police chief Chhim Sothy said the operation, undertaken with the Wildlife Alliance, recovered meat from several protected species including wild pig, boar, red deer, porcupine and loris.

Officers also confiscated two live tortoises and 10 iguanas.

However, despite the haul, no arrests were made, Sothy said.

“Not anyone who was operating the illegal wildlife trade was arrested,” he said. “They seemed to know the authorities were coming to crack down.”

Provincial Forestry Administration head Chheang Tola said the illegal meat was buried while the living animals were given to Phnom Ta Mao zoo in Takeo province.

Tola vowed the raids would continue.

“Not only at Stung Treng market but at all the markets in this province, there will a crackdown if there is illegal wildlife trading in operation,” Tola said.

Five days of heavy rain flooded rice fields in Prey Veng and Svay Rieng provinces and some residential areas around Phnom Penh, causing capital residents to question when the city’s long-in-the-works sewage upgrade will finally be completed.

More rainfall is expected to flood the country’s northern provinces, including Ratanakkiri, Mondulkiri, Stung Treng, Preah Vihear, Oddar Meanchey, Kampong Thom, Kampong Speu, and parts of Banteay Meanchey, Siem Reap and Battambang, according to the Ministry of Water Resources and Meteorology.

Weather forecasts predict the rain will last for the next seven to eight days.

“It is hard to live when our house is full of smelly water and waste. We do not know when authorities will repair the drainage system in our area,” said Srin Kranh, 56, a resident of Phnom Penh’s Chbar Ampov district.

The sewage water filling his home is knee-deep, Kranh said, adding that his family is also worried about getting an electrical shock.

But Lek Vuthy, a ministry consultant, preached patience, saying that upgrades to Phnom Penh’s sewage system undertaken by Japan would be completed “soon.”

As for provincial woes, Keo Vy, spokesman of the National Committee for Disaster Management, insisted the flooding won’t cause severe damage this year and in fact could provide a boon to unfilled reservoirs.

“Some plantations still don’t have enough water, so it will be good if the water levels rise as forecasted,” he said.

Young, rural workers in Cambodia – many reeling from the effects of flooding and drought – will need more access to skill-boosting vocational training if the country is to stem the tide of overseas migration, according to a new study.

Cross-border migration from Cambodia is expected to increase as many of the country’s agricultural workers grapple with debt, a lack of skills, and the economic hardships caused by extreme weather conditions, the USAID-sponsored report from Emerging Markets Consulting determined.

After surveying 919 potential migrants from Banteay Meanchey, Siem Reap, Kampong Cham, Koh Kong, Phnom Penh, Prey Veng, Kampong Thom, Oddar Meanchey, and Svay Rieng provinces, the authors found that young, unmarried men in severe financial trouble were the most likely to consider migration.

Of those surveyed, agricultural work was the most common profession, while 75 percent were mired in debt and pointed to abnormal weather conditions such as drought or flooding that negatively impacted their livelihoods.

But the report also found that a shortage of jobs isn’t what’s driving workers across borders. If anything, the country’s labour market is experiencing a shortage of potential employees. The problem lies in a significant disconnect between the skills of those searching for work and those sought after by employers, the study found.

“Out of the 120 businesses sampled in the study, nearly 40 percent faced regular shortages of both high and low-skilled labor. However, over one quarter of potential migrants surveyed were planning to or considering migrating abroad for employment,” the report reads. “A mismatch of skills in labor market demand and supply became evident when the business survey results were compared to the characteristics of potential migrants.”

Employers are largely seeking to hire people who are literate in both Khmer and English, and have a certificate to prove they possess the relevant skills for their sector. In contrast, most potential migrants have not completed primary school, the study noted.

In order to address this issue, the study recommends that basic literacy and numeracy courses be offered to young dropout students, and that programs are launched to place these potential migrants in training courses and employment.

“It is not a small task, but national officials should plan for this in the long-term,” agreed Dy Thehoya of the Center for the Alliance of Labour and Human Rights. “They need to develop training in the districts so that students who don’t want a formal education can choose something else.”

Meanwhile, the study also suggested that support be provided for agricultural workers struggling from the effects of climate change.

“More emphasis should be placed on the impact of environmental changes and the extensive stress this places on agricultural-based households,” the study reads. “Drought is shown to be a strong predictor of intention to migrate, and interventions should focus on the resultant livelihood challenges.”

The Cambodia National Rescue Party looks set to join the National Assembly’s plenary session on Friday, party insiders said yesterday; though an official CNRP spokesman stopped short of confirming his colleagues would be in attendance.

After a meeting of the CNRP’s permanent committee yesterday, party spokesman Yem Ponhearith said CNRP parliamentarians were considering ending their boycott of the legislature, but they would “wait and see” about the political situation first.

However, two lawmakers, who requested anonymity to speak freely, said they believed CNRP representatives would attend.

“We will join for the plenary session,” said one, while another said it was “highly likely” the lawmakers would attend.

For several months, the party has refused to participate in the parliament in protest of a slew of legal cases against CNRP members and its top leadership including president Sam Rainsy and vice president Kem Sokha.

However, following signals from Prime Minister Hun Sen that the ruling Cambodian People’s Party would be willing to talk at the assembly, the party softened its stance.

“We hope that, as [Hun Sen] said, by joining the National Assembly session, we can meet,” Ponhearith said.

Reached yesterday, CPP spokesman Sok Eysan said whether or not the opposition counterparts attended was unimportant, as the ruling party held the majority and could still pass laws.

Asked about negotiations, Eysan said “not everything can be predicted”.

Raid of Chinese ELC sees 1,000 logs seized

More than 1,000 logs of illegally felled first-grade timber were seized from a Chinese-owned Great Field International land concession beside Kampong Speu province’s Oral Wildlife Sanctuary yesterday, according to officials and a local monitoring group.

A mixed force of 53 police and forestry officials confiscated 1,039 logs, most of which were phchek and sokrom, from a sawmill on the concession after receiving a tip-off, said deputy Oral district governor Bun Vichet.

“The timber was old and illegal, so we confiscated it to a place at the provincial forestry administration,” Vichet said, explaining that authorities were now searching for the owners of the sawmill, who had rented land on the sugar plantation for the operation.

Chea Hean, head of the Natural Resource and Wildlife Preservation Organization, said the sawmill was known to belong to a businessman known only as “Nakry”, and had been logged inside the Oral Wildlife Sanctuary before being transported into the concession.

“They log the timber illegally in the protected area to process and sell domestically at the depot, and they cut the timber before exporting it to Vietnam. It has been going for about three years,” Hean said.

Separately, Theng Chanthy, police chief of Rattanakiri’s Lumphat district, said his forces had arrested three men for illegally transporting wood on Tuesday, but that they escaped yesterday.

“In the morning, they escaped while we were busy drilling a well to build a toilet,” he said.

Hak Siek Lim, spokesman for the Tbong Khmum provincial court, also said military police in his province arrested seven men for the same crime on Tuesday but they were still being held for questioning.

PHNOM PENH — Supporters of slain political commentator Kem Ley have said they will press ahead with a planned remembrance ceremony to mark 100 days since the killing.

The ceremony, which will be held in Phnom Penh’s Wat Chas pagoda, where Ley’s funeral took place, is expected to draw hundreds of Cambodians at a time when political tensions in the country are high.

Ley was an outspoken critic of Prime Minister Hun Sen’s Cambodian People’s Party and occasionally the country’s main opposition party, the Cambodia National Rescue Party.​

He was gunned down on July 10 at a gas station in the capital. One suspect has since been arrested and charged with pre-meditated murder.

Pa Nguon Tieng, a member of the group organizing the ceremony, said the location was chosen after permission was granted by members of the Buddhist order, but that the municipal authorities had denied their request.

Mean Chanyada, a spokesman for City Hall, questioned the legitimacy of holding such a prolonged ceremony outside of a private residence.

Following the ceremony, which will be held from October 14 – 16, a statue of Ley will be paraded through the capital.

Meanwhile, a judge investigating the murder issued a second subpoena for Ley’s widow, Bou Rachana, calling her in for questioning in the case on October 17.

However, Rachana is believed to have fled the country with her children following the shooting and has sought asylum. She could not be reached for comment.

Am Sam Ath, technical supervisor with local rights group Licadho, questioned why the court had taken so long to call the main plaintiff in the case. “It should summon her immediately after the killing,” he said.
